Since <strong>22 October<\/strong>, <strong>individuals<\/strong> and <strong>microenterprises<\/strong> have been able to apply for <strong>non-repayable grants<\/strong> for the purchase of <strong>zero-emission<\/strong> vehicles. The measure, published in the <strong>Official Gazette<\/strong> in September, is funded with resources from the <strong>National Recovery and Resilience Plan (NRRP)<\/strong>. This eagerly anticipated measure has been a long time coming, and seeks to promote <strong>sustainable mobility<\/strong> and reduce <strong>polluting emissions<\/strong> from the vehicles in circulation. Although the funds available ran out within hours of the opening of applications, there are still opportunities to take advantage of the incentives. Let\u2019s take a look.<\/p>\n<h2>Electric car bonus: applications closed, but some funding may still be released<\/h2>\n<p>The funds for the <strong>2025 electric car incentives<\/strong> have officially been used up, just hours after applications opened. This was confirmed by the Ministry of the Environment and Sogei. According to reports, the entire budget available ran out in just over 24 hours.<br \/>\nIn total, <strong>55,680 vouchers<\/strong> were generated by private citizens and microenterprises. However, the fact that all these vouchers have been reserved does not necessarily mean that the funds have been used up in full: the vouchers will now have to be converted into purchase contracts and, as the Ministry clarifies, any resources that become available again will be immediately reactivated on the platform.<\/p>\n<p><img alt=\"\" decoding=\"async\" class=\"alignnone size-medium wp-image-2067\" src=\"https:\/\/iplanet.eu\/wp-content\/uploads\/2025\/11\/bonus.png\" alt=\"\" width=\"800\" \/><\/p>\n<h3>Unused Vouchers<\/h3>\n<p>From <strong>22 October<\/strong>, the day the first bonuses were booked, beneficiaries have <strong>30 days<\/strong> to use their voucher, by linking it to a purchase contract.<br \/>\nIf the vouchers are not validated at a dealership by <strong>21 November<\/strong>, they will automatically expire, and the pertinent amounts \u2013 <strong>\u20ac9,000 or \u20ac11,000<\/strong> for individuals, based on their ISEE indicator \u2013 will be returned to the fund, thus becoming available for new applications.<br \/>\nIn addition, those who have reserved a voucher have the option to <strong>cancel it before the 30-day deadline<\/strong>, should they decide not to proceed with the purchase.<br \/>\nThis means that those who failed to access the incentives during the first round may have a <strong>second chance<\/strong>, provided they stay up to date and frequently check the Ministry\u2019s website for any reopening of applications due to unused vouchers or cancelled applications.<\/p>\n<h3>Which vehicles can be purchased with the incentives?<\/h3>\n<p>Individuals can use the bonus for the purchase of new cars in the <strong>M1<\/strong> category, with a minimum of 4 wheels and up to 8 seats in addition to the driver, fully electric, i.e. powered by rechargeable batteries, and with a maximum price of <strong>\u20ac35,000<\/strong>, excluding VAT and optional extras, according to the manufacturer\u2019s official price list.<br \/>\n<strong>Microenterprises<\/strong> will be able to use the discount for the purchase of a maximum of two new category <strong>N1<\/strong> commercial vehicles for goods transport with a maximum weight of up to 3.5 tonnes or category <strong>N2<\/strong> from 3.5 to 12 tonnes, also with an exclusively electric power supply. The incentives cannot be combined with other contributions for the purchase of the same vehicles.<br \/>\nThe <strong>maximum contribution<\/strong> for private individuals can be up to <strong>\u20ac11,000<\/strong> for the purchase of a fully electric car, while for micro-enterprises renewing their commercial vehicle fleet the figure can be up to <strong>\u20ac20,000<\/strong>. This important measure is part of a broader strategy of <strong>decarbonisation<\/strong> and stimulation of the <strong>green economy<\/strong>.<br \/>\nSince the first days after applications opened, the <strong>volume of requests<\/strong> was very high.<\/p>\n<h2>How to use the incentives<\/h2>\n<h3>Who can apply<\/h3>\n<p>The decree establishes that the contributions can be accessed by <strong>individuals<\/strong> with an <strong>ISEE indicator<\/strong> of up to <strong>\u20ac40,000<\/strong>, and <strong>microenterprises<\/strong>, i.e. companies with fewer than ten employees and an annual turnover or balance sheet not exceeding <strong>\u20ac2 million<\/strong>, with registered office or place of business in <strong>functional urban areas<\/strong> (cities with more than 50,000 inhabitants and their commuting areas).<br \/>\nFor private individuals, the amount of the contribution varies according to the applicant\u2019s ISEE indicator:<\/p>\n<ul>\n<li>up to <strong>\u20ac11,000<\/strong> for those with an ISEE indicator not exceeding <strong>\u20ac30,000<\/strong>;<\/li>\n<li>up to <strong>\u20ac9,000<\/strong> for those with an ISEE indicator of between <strong>\u20ac30,000 and \u20ac40,000<\/strong>.<\/li>\n<\/ul>\n<p><strong>Micro-enterprises<\/strong> can obtain up to <strong>\u20ac20,000<\/strong> for the purchase of <strong>new-generation electric commercial vehicles<\/strong>, in compliance with the requirements and limits set by European regulations on <strong>State aid<\/strong>.<\/p>\n<h2>The rules on scrapping<\/h2>\n<p>In order to access the contribution with <strong>scrapping<\/strong>, a fuel-powered vehicle up to <strong>Euro 5<\/strong>, registered in the applicant\u2019s name, or in the name of a cohabiting family member, for at least <strong>six months<\/strong>, must be scrapped. The purpose of this condition serves to avoid abuses of the system, such as the purchase of used vehicles with the sole purpose of obtaining the bonus. The vehicle must be scrapped <strong>at the same time<\/strong> as the purchase of the new electric vehicle.<br \/>\nIn addition, the contribution may be granted to <strong>only one person per household<\/strong>, thus ensuring a fairer distribution of funds.<\/p>\n<h2>Access and operational procedure<\/h2>\n<p>To benefit from the incentive for the purchase of an electric car, it is necessary to log on to the official portal <a href=\"http:\/\/www.bonusveicolielettrici.mase.gov.it\"><strong>www.bonusveicolielettrici.mase.gov.it<\/strong><\/a>.<br \/>\nTo facilitate the process, the Ministry has published <strong>video tutorials<\/strong> and <strong>step-by-step guides<\/strong>, differentiated by category of beneficiary. <strong>Microenterprises<\/strong> can also consult the <strong>National Register of State Aid<\/strong> to check the <strong>residual funds<\/strong> in the <em>de minimis<\/em> regime.<br \/>\nThe documentation required includes:<\/p>\n<ul>\n<li>copy of <strong>identity document<\/strong> and <strong>tax code<\/strong>;<\/li>\n<li><strong>valid ISEE declaration<\/strong>;<\/li>\n<li><strong>quote or invoice<\/strong> of the electric vehicle;<\/li>\n<li><strong>registration certificate<\/strong> of the vehicle to be scrapped (if applicable).<\/li>\n<\/ul>\n<p>Once the procedure has been completed and approved, it will be possible to <strong>generate the voucher<\/strong>, which will contain an identifying <strong>QR code<\/strong> and a <strong>barcode<\/strong>.<br \/>\nThe voucher can be <strong>downloaded as a PDF<\/strong>, <strong>printed<\/strong> and presented at a <strong>participating dealership<\/strong>. It must be presented to the dealer at the time of purchase, as the bonus is applied as an <strong>immediate discount<\/strong> on the price and cannot be used in any other way (e.g. as a down payment).<br \/>\nIf the vendor does not validate the bonus, the applicant may <strong>issue a new voucher<\/strong>, within the deadline and until <strong>funds have run out<\/strong>.<\/p>\n<p><img alt=\"\" decoding=\"async\" class=\"alignnone size-medium wp-image-2069\" src=\"https:\/\/iplanet.eu\/wp-content\/uploads\/2025\/11\/DJI_0969.jpg\" alt=\"\" width=\"800\" \/><\/p>\n<h2>Impact of environmental policies<\/h2>\n<p>These incentives are part of a broader <strong>green transition<\/strong> strategy, in synergy with the <strong>NRRP<\/strong> investments in <strong>public and private charging infrastructure<\/strong>.<br \/>\nThe expected effects are numerous: <strong>reduction of emissions<\/strong>, <strong>improvement of air quality<\/strong>, <strong>renewal of the vehicle fleet<\/strong> and an <strong>economic boost<\/strong> for the automotive sector, particularly in the production of <strong>batteries<\/strong> and <strong>high-efficiency components<\/strong>.<br \/>\nThe measure also has a strong <strong>social value<\/strong>, as it reserves resources for those with an <strong>ISEE indicator<\/strong> of less than <strong>\u20ac40,000<\/strong>, concentrating aid in the <strong>lower-middle income brackets<\/strong>. This approach contributes to <strong>reducing inequalities<\/strong> and improving the <strong>quality of urban life<\/strong>.<\/p>\n<h2>Market expansion and prospects<\/h2>\n<p>The market for <strong>electric cars<\/strong> in Italy is growing steadily, and the <strong>2025 incentives<\/strong> aim to make them even more <strong>affordable<\/strong>.<br \/>\nThe main challenge, however, remains <strong>charging infrastructure<\/strong>: the lack of a widespread, reliable network risks slowing the spread of electric vehicles. The resources of the NRRP, combined with a <strong>simplification of bureaucracy<\/strong>, should ensure a successful transition also from an operational point of view.<br \/>\nAn important role is played by <a href=\"https:\/\/iplanet.eu\/en\/\"><strong>IPlanet<\/strong><\/a>, which, with its <a href=\"https:\/\/iplanet.eu\/en\/station-map\/\"><strong>fast-charging stations<\/strong><\/a> in <strong>service areas<\/strong>, enables efficient charging in just minutes, and which is continuing to expand its network. Tools such as a dedicated <a href=\"https:\/\/iplanet.eu\/en\/app\/\"><strong>App<\/strong><\/a> make charging simple and intuitive.<br \/>\n<strong>2025<\/strong> could therefore be a <strong>breakthrough year<\/strong> for electric mobility.
